Tweetable Logline: “Out of Luck” is the first documentary to look at the system of state lotteries in America. Do you know where the lottery money goes?

Elevator Pitch: Over the past 50 years, lotteries have expanded to become the largest casino in America, raking in billions of dollars, with little or no oversight at the state or federal level. While repeated studies have shown that poor, under-educated and addicted players make up the overwhelming bulk of lottery profits, this government program continues to rapidly expand. “Out Of Luck” finds out where the money really goes, who actually plays the lottery, how the lotteries target specific demographics, why advertising is unregulated and explores the real issue beneath it all: Is it appropriate for government to run a gambling system?

About the Film: Like many people, I never really thought about the lottery, but I also knew there was something fishy. I always heard the money was going to education, but education never improved and school levies were on every ballot – something was amiss. It didn’t take long to find out I was right, but what I found more disturbing than where the money goes, was where the money comes from. Once I met the real players, the folks lotteries rely upon to make up the bulk of their profits, that’s when the story got really interesting.
